Just go to one of these two links: 32 bit - http://ftp.gnome.org/pub/GNOME/binaries/win32/gtk+/ 64 bit - http://ftp.gnome.org/pub/GNOME/binaries/win64/gtk+/ then select your version and download the "gtk+-bundle_x.x.x-date_winxx.zip" file You can find all the development and runtime files that you need in the bundle package.
